Stakeholder engagement: A service delivery-based strategy formulation process in the public sector of South Africa

This paper explores stakeholder engagement in the strategic management process for service delivery government. The main objective is to determine factors influencing insufficient of processes by a government department. four moments translation concept Actor Network Theory (ANT) was utilised as theoretical framework understand and explain interplay between initiator network other actors aligning diverse interests achieve goals. assumption that phenomenon ontologically subjective it appropriate, epistemologically, adopt an interpretive paradigm leading research philosophy, using mixed approach qualitative quantitative elements wherein data used test reliability data. Using Western Cape Education Department (WCED) case study, sample 26 participants included 11 managers WCED 15 Khayelitsha Forum (KEF) members representing community, school governing bodies principals educators 64 schools around township. study revealed could address non-service during strategy formulation implementation. findings suggest aligned should be established continuous implementing plans line with mandate Government departments entities. results imply intense arrangements relationship building citizens are needed improve relationships alignment expectations reduce challenges.
